I found some white in my bud and was curious as to whether or not they would germinate.

No. Those seeds are immature.
Rarely. Mature seeds are not always black or completely dark or striped. Sometimes early seeds will sprout, especially if you can see signs that it was nearing maturity (browns streaks, light striping, etc.), but generally the lighter a seed is, the less likely it will be to sprout. I like to start my seeds in cell-packs, but if you keep it in a moist paper towel in a warm area, that will be your best shot at getting it to sprout. After a week of nothing consider your efforts exhausted.
I'm not a novice but some bud I had the other day had a couple of seeds in it and I was curious if I were to plant them and not get all of the fancy lighting and what not necessary to grow huge plants, what would happen? Like, would it still grow if I put it in a pot in the window and watered it daily? Or would it just grow as a plant with no real bud on it?
I've done this. Found the seed. Filled a big plastic cup up with dirt and put the seed in. Watered that bitch a bit and like two days later I had a sprout. It grew like a weed for a few days and mostly just grew tall. Like the stem was shooting up and up but the tiny little leaves were still infantile. I kind of thought to myself "what do I do now?". I just kept watering it and gave it all the sun I could. It was alive for another few weeks and the baby leaves were still very small but they were taking the shape of the iconic "marijuana leaf". The tall sprout was too tall and too thin too support itself and i attempted to transplant it to a bigger pot too late. It bent in half and ceased to live. I didn't know much about growing marijuana but wanted to see what would happen. And, well it went as expected.
I always just stick them in soil and wait. The most important thing is keeping them moist and warm until you see any germination at all. Im not sure what you did wrong, it could just be that the seeds were dud if they were bagseed. Perhaps you got them too hot? I dunno. I had some nirvana seeds last year that refused to germinate. I used about 6 seeds and nothing, then I tried again with the same seeds from the same pack and 100% of them germed, no idea what I did differently.
Seriously? I've tried every conceivable method and I go back the first germ method I used for hydro – put a seed in a cube and wet it.
Have you tried squeezing the seeds to see if they're even good by chance?

I have also had success with the paper towel method but I am clumsy and have broken taproots before so I like to have the seed planted before the taproot is out now.
What kind of water are you using? Tap water comes with a bunch of chemicals in it like fluoride, chloramine, chloramides, chlorine, amonia, nitrates, phosphates, calcium, magnesium and a whole lot more. Using tap water has always yielded me a worse germination rate than using RO, distilled or some sort of purified water.
